The overall progress of a nation is largely based on the quality of education being imparted to the mass. One of the greatest aspects of Indian education today is technical education. It has touched every aspect of human life. Over the past several decades – since independence – technical education in India system has grown tremendously into a fairly large-sized system with vast opportunities for education and training in various disciplines at certificate, degree, diploma, PG and doctorate levels.

Needless to say, the demand for technical education in India is huge, keeping the fact that we are witnessing the era of science and technology. Technical Education (TE), in particular, has a pivotal role to play in human resource development by creating skilled manpower, improving the quality of life and enhancing industrial productivity. It further encompasses programmes in technology, engineering, architecture, pharmacy, management, town planning, hotel management and applied arts & crafts.

However, technical education in the country has been plagued with many inadequacies, which have not just produced engineers in huge numbers but failed to provide adequate job opportunities. To maintain the global quality standards, Government of India has established Directorate of Technical Education (DTE) in various states. DTE is mainly accountable for the planning, formulation, monitoring and evaluation, funding in priority areas, maintaining parity of certifications and awards and maintenance of standard norms.

Primary Functions of Directorate of Technical Education

The Directorate is assigned with a number of responsibilities. Here are some primary functions of DTE –

  • From administering to supervising and from controlling to planning various programmes for the development of TE in the states both at Diploma and Degree levels.
  • To plan, implement and monitor numerous programmes and activities in the field of technical education consistent with state and national policies.
  • It prepares Engineering studies as well as courses for technical colleges and institutions in the states.
  • To recognise and recommend new courses at Degree and Diploma levels.
  • DTE conducts inspections and periodical reviews of engineering and other technical organisations to maintain the education standard.
  • To conduct diploma exams and to award certificates as well as to administer JAT (Joint Admission Test) for admission into B.E. and MCA courses.
  • To formulate and provide suitable education norms and procedures to choose students for admission to Polytechnics.
  • To sanction academic approval to various institutions (government and aided)
  • To choose minority and meritorious students for merit cum means scholarships.
  • To select and depute teaching faculty for higher studies.
  • It releases grants to aided technical institutions.
  • It recommends the establishments of new educational institutions, arranges apprenticeship training for students, recognises private institutions and prepares annual budgets.
  • The Directorate periodically revises the syllabus for certificate and diploma programmes.
  • DTE also administers Certificate Examinations in certain specialised courses and Diploma Examinations in all engineering disciplines.

Abbreviated as DTE Kerala, Directorate of Technical Education Kerala conducts, organises, administers and deals with all the activities of technical education in the state. DTE is a higher education governance body under the Kerala Government and is managed by the Minister of Education.
